Godwin's Law is soon to apply.
Anyway, I don't know who the worst dictator is. Julius Caesar was a rather evil man, but he was a magnificent leader for Rome, and his country benefited from his rule.
Probably, the worst dictator is no longer known, as he fell into the past long before 0 AD.

I think Vlad von Dracula. He impaled people on spikes regardless of their allegiance.

I actually looked that up one day. Makes sense.

It is hard to find a dictator that hasn't allegedly improved anything. Even Vlad is said by some to have had a harsh but fair rule..

True, people just focus on the fact that they were a dictator in general and demonize them.

I think Vlad von Dracula. He impaled people on spikes regardless of their allegiance.

But he only impaled lawbreakers and enemies, and it is often said that his rule was rather prosperous. He even was said to have had a golden cup out for visitors to drink from, which was never stolen. People where to afraid of being impaled to steal it.

Why would there be a worst ruler before history? It would be much easier to just state the most evil modern dictator...

Stalin had one of the highest body counts, sending many men to Siberia to work to death, so you can count him worst for that. Hitler also killed many people, and unlike Stalin, he did it mostly because he just did not like the people he was killing based on race and other such factors. Hitler also killed them more horribly, while Stalin made them work, Hitler often just threw them into ovens or gassed them. It would also be argued that, had Hitler not been stopped, he would have killed more people than Stalin. So either of those two have my vote.

And voila, hey Godwin.
Anyway, perhaps we shouldn't have treated Germany so badly when they lost? We did anger them, inciting Hitler, a great orator, to mobilize his country against Europe.

True, some things about Versailles was a bit excessive, like there shrinking of military.
