whats the best software to create a flash game?

For a noob, flash itself is perfect.
When you will go deeper, flash builder or Flash develop will be more convenient for you

Actually, there are a LOT of softwares you can work with if you're using Flash, particularily AS3. AS3 can call commands from Java and HTML, load JSON and XML files, can be made by other programs like HaXe and Alchemy, and works with a program called Pixel Bender. (The last three were made by Adobe itself.) This gaming industry is evolving to the extent that someday, developers may not work with just one piece of software, but a whole toolbox of them!
