I don't know what it means but I will give you an example hoping this might clear the doubt.
1400 years ago, there were no drugs same as today save for alcohol and some other natural intoxicants.
Today's drugs have similar effects to alcohol like bodily harm, loss of oreintation(i don't know the right word to describe that condition), addiction etc.
hence, todays drugs have been classified haram.
