the year is 1984, Tensions between the Eastern Bloc, and NATO are boiling over. Neither side wants to step down, and large build up of forces are everywhere The Doomsday Clock is now at 11:57 The only time it's been closer to doomsday (Midnight) was in 1957. (Historical Divergence) Now many nations are dissolving into internal conflict, only a few nations manage to hold their own, but lose a lot of territory, whether it be for Communism, Democracy, Neither, or just plain Anarchy. Now much of Europe, Asia, and even a lot of the Americas are dissolved into squabbling city states, with (for the times) primitive technology like simple bolt action rifles, and basics for civilization (Agriculture, basic buildings, a list of simple laws, etc.).

Seems like a nice casual game, mind if I join?
If not, I start by scouting, 1000 militias, the region for sources of water, forestry, and quarries -- the other 2000 I split into two units, 1500 for defense, having them ready to sortie at any time, and 500 for patrolling the area.
While I wait for the scouting report, I'll have 500 workers start building some farms and working on them for the time being; 2000 workers start construction on four watch towers (for north, west, east, and south) in case of enemy attacks; 500 start construction of a school (if I can); and last 1000 will work on a storage unit, so resources are easier to access.


Also, I would recommend making something like a tech tree, like Age of Empires and such (don't play too much of these games), so people know what they can build, research, and so on -- as it seems players are just randomly typing in stuff and seeing if it works or not, wasting their turns.

I split the army into two groups and send them out to battle with the raiders. I also tell them to take prisoners if the raiders don't fight to the death, or surrender. After all, these raiders could be desperate, usually good people.

You want Tactics? I'll give you Tactics!
The army will be split in half, each half meeting a different group of raiders. They will advance in two lines: the front line will fire, and the back line waits in reserve, switching places with the front line to fire while the front line reloads. With everyone firing or reloading, we're practically invulnerable. I tell each group to aim to Maim, not kill. Y'know, just in case these raiders are nice people and desperate.
I order my builders to build enough homes for 1000 more people. Cluster them together in the city center, and make them as nice as possible.
