I think identity fraud is almost as old as society, but it surely got easier with the broad use of the internet. Anyway, good luck in "regulating and overseeing this type of activity". The internet community proved to not respond well to that kind of measures.

In this bright future you can't forget your past. It is really easy for someone to take your identity away from you but it shouldn't be too hard to get it back. It depends on what website you are using and how secure the site is.
