Anyone can create a clan.
You make rules,rank,etc. You may only advertise your clan through your profile, (unless mods or admins tell you otherwise)
But it could be a good idea... I guess ^^
Try asking for some tips from the users that run exsisting clans maybe! =)
And all the advice I can give you, is to be careful with the way you advertise, update or give out information for it. Spamming can be seen in many different forms... ;)
Whatever you do..don't spam people asking to be in your clan. It's fine to ask..but there is a fine line between asking someone to join your clan and spamming every user you see to join it
