You get a higher chance by filling out the optional parts, or so it says. They also read through them and find who'll be better etc. threy're only letting in a few hundred at first and that will eventually expand. The way it's going is that they're doing it in sessions, letting people play for X amount of time on certain missions every so often according to their podcast.
