It's the year 3063, everything has been discovered, including the ability to have unspeakable powers. These powers were controlled by a separate chip inside the user.
Not only did the word of power bring the attention of civilians and law enforcement, but it also brought the attention of criminal minds all over the globe. So super powers were being stolen everywhere, including from other people. It was mass chaos.
Then one day a group of scientists made anti-powered guns and hand cuffs. So the criminals and law enforcement were both equal powers.
This is a super powered criminal game. The way to win it is if you beat the master of the law enforcement. It will be possible to meet other players in this game, but be aware I can also split you guys up.

Actually i didn't ask that :/ I hade a tottaly differend idea, and the probbability of he believing me is LOW. He is trying to escape. If he sees a man wearing a suit like everyone else would he actually believe him?
I would say :
"I am here to negotiate with you. I promise i mean no harm. You can take me as a prisoner if you want, just don't hurt anyone, lets solve this in a peacefull manner. I have no weapons, and i have no intention to fight you."
Then I rise my hands in the air and let him decide what to do.

You're not suppose to know that, no one is.
You're head into inland from the very noisy beach(because now everyone is scared of the shots.)
You then get into the city. You see a bunch of buildings(duh), cars(duh), and some hot dog vendors(duh).
You then see a farm(yes the city now allows farms). The farmer asks if you could milk the cows.(By the way just to make you more happier. When I say this it could mean that there's a chip involved or a special item of some sort.)
Also sorry I'm always so late guys. Recently I was grounded for doing something at night and my punishment was that I can't get on the computer for a week. 3 more days left.

I suppose the hobo is still here, so i grab him, go out and say " This man here was helping the prisoner. He helped him escape through the attic. I Want every piece of man here, to go in a perimeter around and shoot on sight. I need a pilot with me. There is a chopper north from here. I suppose it has weapons on it. This is a direct order. The prisoner must be killed! There is a proof this man has powers to kill many. I got this information right from the General of Defence. This prisonder is an Terrorist! We have no other choice. As you see i failed now. This proves how good he can be.

I take the uniform. Then I use my amplified vision to see through the tiniest crack/opening of the chest to find out what's inside.
