The continent was still there, and 250 years ago was 1763, so the colonies were there.

State refers in this case to the entire country and the political body that governs it. I know you guys use states in the way we use provinces or districts or counties.

No.

Yes.

did he use his music for political fraternization whit his country?

No. And no to war music.

This would be mean to most people as the person's musical achievements/records are obscure. So the clue, he was the ruler of a nation, yet he was not of their people.
