I wouldn't say so. He's not on wiki's lists of ancient Greek playwrights or poets. Wiki says he sometimes wrote in their styles.

Yes. I'll be more specific: born in a Greek city that's now in Turkey, died in Macedonia around age 60.

He was a famous writer, but they keep picking poets and philosophers.

My guy was born about a decade before that guy died. And my guy wasn't known for philosophy.
