I think you're referring to the "user" named ArmorGames and the following Armatar displayed on the profile:


This profile is an administrator profile and not a regular user, which means they (the ArmorGames' staff) can use a custom Armatar for it as they alone have this privilidge right now. It could become available in the future though, but this is not certain of course... =)
