I can only unlock four quarters. All of their process are marked 100 % with a shield on it. I have completed the fight at the South Outside many times but still cannot get to the new quarter.
You need to do an attack from the towers to unlock the next areas.
Thanks Gantic! But sadly all my quarter are fully upgraded. So i bet i have to start all over again.
