Also here is a link for the (free) GURPs lite booklet, it's only 32 pages and has all the basics you need, you don't even need an account, just an email
First thing's first, here is the Character Sheet
You will have 85 points total (you start at 0, and "buy" things which add to it) and a maximum of -35 in disadvantages and quirks.

Character Notes:
When you copy the sheet you will (hopefully) have your copy of GURPs lite. the first step is to spend points on basic attributes and secondary characteristics. For basic attributes your limit is a top of 14, and a low of 7, nothing above or below that. For secondary characteristics there isn't a limit within reason. If for whatever reason you don't have your copy of GURPs lite consult me but here is the basic gist of it:
Basic Attributes
Strength (ST) +/- 10 pts per level (subtract points if you take away a level, add points if you increase)
Dexterity (DX) +/- 20 pts per level
Intelligence (HQ) +/- 20pts per level
Health (HT) +/- 10 points per level
Secondary Characteristics
Hitpoints (HP) +/- 2 pts per +/-1 HP (Base is same as strength [i.e. 13 ST is 13 HP])
Will +/- 5 pts per +/-1 Will (base is same as IQ)
Perception (Per) +/- 5 pts per +/-1 Per (Base is same as IQ)
Fatigue Points (FP) +/- 3 pts per +/-1 FP (Base is same as HT)
REMEMBER DO NOT SPEND ALL YOUR POINTS ON ATTRIBUTES AND CHARACTERISTICS! THESE POINTS ARE FOR YOUR ENTIRE CHARACTER!
Spend some points on your base attributes (Strength, Dexterity, Intelligence, and Health) and points on your secondary characteristics (Hitpoints, Will, Perception, and Fatigue Points) the list of points is there, you can reduce any value for negative points.
the sheet in the original post is how it's supposed to be right now, you just need to spend some points (or gain some points) to increase (or decrease) your basic attributes then when you get that, we'll do secondary characteristics.
Alright, so as JACKinbigletters creates his character i will make an example for the others to follow (which is much easier provided you have the GURPS lite booklet)
First thing's first: copy this section off my sheet
ST: 10
DX: 10
IQ: 10
HT: 10
----------
HP: 10
Will: 10
Per: 10
FP: 10

Next i will spend points on Basic Attributes (the top 4), i want to play a basic skirmisher type character. So i think DX is more important since he needs to be light on his feet, perhaps IQ as well since that helps perception. So since i have 85 points, i will spend 40 to upgrade DX by 2
Now i don't think Strength will be very important for my guy, sure it helps but i need some points, so i will decrease strength by 1, and gain 10 points. I think Health won't be very big either, so i'll lose one point in health as well to gain another 10 points
So i want more perception, so i'll just spend some points to increase it, say 10 points to increase it by 2, then i will also want some extra HP, so i'll increase it by 5 which is another 10 points. Now that i'm done with my basic attributes and secondary characteristics i'll add them all up and come up with how many points i've spent
Edited to reflect your basic attributes, so now it is correct in point and score value. Next is your Build. With a strength of 9 you can be between 5'1" and 5'11" and be between 70 and 165 lbs. Then you can pick your age as long as it's not something crazy. Then you pick your appearance level, which unless it's above or below average costs no points.

Character Notes:
Next would be an optional thing: Odious Personal Habits (or OPH for short) these are things like spitting, poor hygiene, constant scratching, making bad puns all the time, etc. they give you points at the cost of negative reaction modifiers (in short, people are less likely to like you)
otherwise:
choose your nationality (Egyptian, Roman, Carthaginian, Thracian, Makedonian, etc.)
Are you a native egyptian or a greek/macedonian (Egypt was taken over by Ptolemy, who was a friend of Alexander the Great, so egypt was macedonian at the time)
