When you see the words community level you probably think of something like rankings,but in truth this idea is far from your numbered rank. The community level is meter shown when you post and on your profile with a number from 1-100, the number is ditermined by several various factors, I'll start with the postive-

Simple posting-1+ to community level
Merits-10+ CL(community level)
Voted up-2+ CL
Getting a topic stickied-10+ CL
Helpful Suggestions-10+ to CL
Negatives-
Flagged post=1- CL
Inactive for 2 or more days=1- CL
Getting 3 or more flags in 1 week=10- CL

Anyone with 0 CL should be considered for ban. There is no negatives in CL.

Everyone starts out with a fair 50 CL what becomes of it simply reflects you as a member. You may suggest ideas or suggestions for the CL system in this topic.
