In the city of Armoria, there are many organizations and brotherhoods. This RPG is played through a dice battle system. Through Fighting you roll dices, and through upgrades/level ups/growth you may increase how many rolls, how many sides your dice has.
There are seven brotherhoods that stand out:
The Wolves: Incredible advantage in teams.
Start with an extra dice. Connections to people are stronger.
The Lions: Start with a 6 sided dice and Pride is Power, easier power gains.
The Bears: Start with an incredible tanky effect, More HP.
The Demons: Demon effect; chances of dodging attacks
The Dragons: Ancient Power: At the cost of your hp you may deal extra damage
The Warriors: Brutal, have a chance of two turns in a fight.
The Hunters: Seeking what you look for is much easier. or WHO, you look for.
For this RPG, you are a powerful leader of the Brotherhood you choose. Each brotherhood has it's perks.
One person, one brotherhood, seven players each round
After Each level up, a dice is added. Leveling up is based on how much power you earn

(You didn't mention the ADP to me at all. You have said that they are picking up people in the brotherhoods but nothing else. I know the hospitals response but I wanted to contrast it with the ADP's demands before I made a decision. There answer ins't the problem, it's the fact that for The Hunters to become friends with them a day would have to pass in game time, If this happened then they missed our meeting. Time is continuous, you can't start jumbling around with it.)

and, it was just a letter of peace. Like how propaganda isn't always what it seems to be. I didnt say you threatened anyone, it's basically how if USA see's China's rising power, they would think China is about to do something and raise their security as well.
