Shouldn't a Full Body Armor have BETTER stats than a Body Armor?

Here's a comparison of the two elite gears:

Projctile Resis. +45.94% +58.01%
Exploson Rest. +30.9% +37.39%
Melee Resisit. +30.9% +21.47%
Supresn Ress. +20.9% +22.08%
Injury Chance -17.5% -15.0%
Move Speed -30.0% -22.5%

Like, what's up with these stats? Not only is the Lvl 41 Elite Gear Heavy Body Armor 4 levels lower than the Lvl 45 Elite Gear Heavy Full Body Armor, but it as much better stats in general.

Or Am I writing in the wrong Forum here?
