So Steam ID would be an account for Steam

here the best way i can explain it its like your xbox live gamertag but for the PC games like counterstrike,team fortress,hath life etc.

Steam ID is your unique ID for www.steampowered.com it is an engine for buying and downloading certain games through the internet. Famous ones being counter strike and counter strike source. This unique little engine also has the function of chatting with others through the program.
