You want to know if you can draw a picture in MS Paint, and post it on the forums. If it was relevant to something, yes. If you wanted to post it, you would have to first get it on some website that supports user created pictures (I'm sure there are a few, the only one I've used is Deviant Art). You would then use the Image tags, and put in the link to the page that contains your picture.
