The lighting of the background should be similar to the character lighting.
The background with blue tons, and more contrast would look lovely behind the rain.
On the lettering I would go for some or sharper and stronger, or something more blurred and lighted.
As the border, seems like it has bevel on it, not much fan of inner shadow either, would go for a strong inner glow.

Yes character contrast is no good and the fade out glow border looks cheesy for some reason!

It is pretty good, but I would say it could be done in, well, a lot less than 90 hours and you shouldn't actually need to use more than 20 layers (max) on a piece like this. Assuming that Batman was pulled in from another image
