Do the rules including Bring the old(a month or above)topics back into the first page?

Yes, you are not allowed to revive a dead topic.

Though a month old topic might just have some respiratory distress, not be dead.
Generally, if you are going to try and revive anything a bit old (like 1-2 months), you oughta be doing a good job on the post writing.

im clueless of FLAMING haha but trolling is just placing meaningless, pointless comments just for the sake of saying something.. or making fun of someone else, not necessarily in a hurtful way but merely, again, just for the sake of saying something, or 'Trolling'.

Uhm, for the same reason we have rules out in real life. So everything doesn't go to hell.
If there were no rules, this forum, no, this site, would look very similar to what you would get if you took a hammer and smacked your own foot with it hard for a few hours: There would be a lot of pain involved, it would not look like it would ever be fixed again, and it couldn't possibly have been looking like that due to intelligence.

So either it's taking the smart way following the rules, conforming a bit to the social etiquette you get affected by when you are online, or it's leaving the internet or going somewhere where you are not around other people.

"So many" you say? if you are referring to all the people spamming, it is most likely ignorance. If you are talking about something else, you seem to be mistaken on the numbers.
