Only moderators and administrators can sticky or lock threads.

Dang, three posts right after each other saying the exact same thing...

But they're right, only moderators can add those. It's not just little images, it indicates something about the thread - if it's locked, there can be no further posting; if it's sticky, it's an important thread that will stay at the top of the forum.

I believe the question has been answered thouroughly? Then this will probably get the lock too.
