Um, first of all, you should look in the programming help section, that would be more useful.

You need a program called Flash, which costs about $600. It is difficult to master though, if you get it, I wopuldn't suggest trying to make a game right away.

Visit the programming help section of the forums for any programming questions, and yes Flash is expensive, but you can get it for around $200 for the whole set, on websites that offer a student discount.
