Being active in the forums and talking to people in their profiles will gain you the most AP. Merits are rewarded for writing constucive comments under games that tell the creater of the game how they could improve their game, and what they did right with the game.
AP is used to show how active users are more or less so. Its fun, but remember that the top priority is to have fun, not to gain as much AP as possible.
