There is an individual who has posted mindless comments repeatedly in one of the more serious forums, and instead of marking each of his/her posts with a flag, could there be a way for us to report users for a more serious infraction upon the rules?

What I do is find your mod of choice and leave a message on their walls.
Or there is always SHOPS. Which works just as well, providing you contact the right people and become a member.

idrumtomuch, be nice!
I would agree with Devoidless, the best way to report a user is to inform one of the moderators about them, or posting them in SHOPS. Personally, I check my wall and SHOPS periodically to see if there are any user complaints. From there, I can investigate it further.

I also do the same. The best thing is to report to either me, Carlie, or dank.
One of us is almost always on, so it will be taken care of fast.

Really. I beg to differ.
Besides, just because you may not see it at work or it's effects does not mean it is not working. Like a ninja. A ninja does his job and, if done properly, no one in the wiser.
