Freewebs isn't very robust. You can only do a few things with it. If you're looking to have a community, you'll need to get yourself a host with php and sql db's for a blog/forum etc.
There are a number of free forum hosts, just google them. Getting a payed hosting with php/mysql and installing some forum engine such as phpBB or SMF is a better idea cause those engines are highly customisable. But it would need some basic ftp/file editing knowledge to install and configure (along with brains and common sense of course).
