Okay so i'm a level 28 electric psych and i can't decide which is best...Should i get the highest Instinct attribute for a level 28? (which is 641)Or should i go for the highest lightning piercing stat boosting armor/weapon?Best as in the most damage i can inflict.
Instinct, though I would argue that Law Binder is better, in general, than WotC. You will get more damage with WotC, but you lose quite a bit of vitality and some speed.
