I'm using one in my game, and I'm not being sponsored (but hopefully someday I will). I'm sure they'd like the promotion of their site in any way possible, so I don't think they would mind you using the Armor Games preloader. As to where to get them? I can't seem to find a place on the new site where you can download them, but if you use Internet Archive's page cache, you can find the old page and download it from there. ehh, another problem. i zipped the file, and then when i tried to zip the .zip files in it it said invalid .zip file
