I say Chill here should just freeze the tar and feathers to him.

And not unfreeze him.

Or we could still go with boiling tar. Even better.

WE could garrote him with his shoelaces after we boil tar to him to burn him, then freeze the tar to his skin.

Is that all necessary? I just wanted to sell his shoelaces on the free market for some extra AP, a logical plan, but you guys just want to look for the most sickening way possible to punish him don't you?
