First of all... All players should only be at level 1, And they also need experience to tell them when they level up, And also a HP stats that will tell how much life they have. And Ownage level... that word doesn't even exist... And you should give a choice of weapons, Because if the player would be able to choose any weapon they would preferably pick a Nuke...

Ok so rules

1#You can't use any weapon that blows stuff up or that tyou fire so only stuff that you it people with.
2#You must start at level one.
3#No super hobos or any super hero stuff.
4#HP(Health)mut start at 100.
5#Getr ten Exp to level up.
