It means that the thread will stay at the top and not move down, usually because it is an important topic that people should read before posting.
Well, before we (mods) were able to make a topic stick up at the top we just labeled them sticky. A sticky topic will be pinned to the top of the forum.
They are usually the important information that all gamers need to know which is why I'm guessing that they are at the top.
