if more people liked it it would be rated 10/10, but some people don't rate it and don't like it. everyone vote 10/10 and it will be 10/10 soon

There will never be a 10/10 game.
Not everybody feels the same way about games.
&& then you always have the kids who select "1" for games just to be funny.

true , also there are people that wants perfecty made, so if they even miss one thing they rather give the game a 9 or lower

Ratings don't have anything to do with how good a game is to an individual.
Ratings are just opinions.

I think it deserves a 10/10 but no game will ever get it. Somebody will find a problem with every game.

It can't be 10/10, because not everyone as rated it 10. maybe someday it'll be 9.9, but there'll always be people who hate it.
