I have heard a lot about AG3 beta testing and stuff but I have not heard anything about when AG3 will be open to regular AG2 users will be able to use the site without beta testing.

You mean you didn't sign up and you want to know when it comes out?? Well, there is not a certain date and you should read the forums to keep the good information. Try reading this. And maybe this too. And if you want to know about the points.
