IMHO smilies should be extremely limited (ie: XD ^_^ and maybe a few others) in order to limit spamming potential.

I think things should be kept simple.

there should be a rule so no more then 4 smiles per postes(this would be annoying ___:PP:XD :>>>::PXDXDXDXDXDXDXDXDXDXDXD><

and it could also make the post alot longer and spammy and also a rule to not post only smiles

well not necessarily, just have a rule saying no more smilies than necessary which would ussually be half or a quarter of the text:
e.g. 1 line: 2 smilies max
2 lines: 3 max
etc
