The red dot is a disabled feature from the past of AG. It originally was meant to show if a user was online or not, and would become green, if the user had been active the last five minutes.
As for the commenting, well, we are rather strict on quality here. Most users make the mistake in believing that armor points are in some way important. (Spoiler: They are not). This often leads to issues with people feeling offended that their points are removed.
The best advice on getting AP (which will be discontinued in this incarnation by the launch of AGv3 anyway) is to be active and try to keep a high quality in posts or comments. That way the other users might very well gain respect for you as well, as the regulars will not look at your rank or post count, but rather on how you write and what new points you bring to a discussion.
