40% chance for chain hit is the highest I've seen, even with full rank 10 bouncing mastery. They probably limited it, since chain hit is so powerful as it is. And when you consider that you need two (or three) monsters close together to get a chain hit, and that usually means two (or three) shots from the tower, it really comes out to 2 (or 3) x 40%. Anything higher would just be overkill.
