Hiho, i posted this on the "Battalion Nemesis" page too, but theres a good chance to miss a post there, so i reply my answer here too:
in the early levels you cant build units, only repair works, in higher levels you need diffent builings to enable unit production (ground control/air control/sea control), there maybe not in the level, if there in the level you must hold/take them (to take a builing let a commando for 2 turns on the building) to enable production, to produce you need a "warfactory", in each warfacory you have you can build one unit each turn (if you have enough resources^^)... and hold you command center^^
