I think this one needs some elaboration...
I checked the post and it turns out to be an actual review for the game, only... that it was written in French, which is indeed not allowed according to the rules.
Try google translate if you see such a post (IF you wish to know a little about it) and even the bad result would show something clearly being a review. ;)
Anyway, you were right about the banner in his post. It was not as much an advertisement, more a signature people use on the forums everywhere. Something I personally dissaproove of strongly.
So, besides it being a signature, it is not allowed, so you made an excellent call reporting it!
