    a 'banhammer' is a term that we use to mean that a moderator has the ability to restrict your access to the site, banning you from using it.

    As for AP, you don't 'spend' them in the sense that you lose them for selecting the armatar you want, you just have to have the amount required to unlock each set of armatars.
