Ok, so this is one of those times that you vaguely remember something, but can't quite put your finger on it and it is driving me INSANE! UGH this is totally random but this will drive me CRAZY if I don't figure it out.
That's Seth Green. I remember him from Austin Powers, Family Guy, and Robot Chicken. He was Scott Evil in Austin Powers, Chris Griffin in Family Guy, and several voices in Robot Chicken. I think he created it as well.
