All comments under 7 words count as spam, longer comments count as spam if a mod/admin decides that it is spam. All under 7 words would count as spam... hmmm... maybe because a high amount of users simply spam shortest comments under games (like: good, bad, bläh, erm, etc...) to get AP and thats not that helpful. A useful comment would have easily more than 7 words.
And how did that explain how a 100 word/character whatever counts as spam? Anyway, one thing: No, not all posts or comments under 7 words counts as spam. It's a guideline, and it's usually a rule of thumb as well, but it possible to write a one word post that is on topic, relevant and informative. Usually in the image of a "No." to any questions like "Is it okay if I spam up the entire forums with my link to hot, naked girls?" or "Can't you tell me why my friends were banned, because they totally did nothing wrong!!". In those cases, the question has been answered, no further answer is necessary and it was both relevant and perfectly acceptable.
But it usually works better when a mod does it, lock the thread and stop people from making stupid answers to something that already have been answered.
Doesn't matter how many words it is, any comment that is not talking about the topic at hand can be classified as spam. If I were to make a 100 word comment here about how the WEPR sucks, that would be spam.
If I were go to many user profiles and say "Hello, [insert generic how was your day/what's up comment here]" and it's over seven words, that's spam.

Then you have posts that require under seven word comments, those aren't spam either.
If someone asks you "can mods ban people" you would respond with a "yes". Not spam. How do you expect they reply? Add in redundant material that the person probably doesn't care about, or give them a straight-forward answer? Obviously the latter, I don't think most people want to waste their time.
