perma banned means permanently and banned means for a certain time
(Example:banned for a year perma:for ever

The longest temporary ban we'll issue (along with a very stern warning that the user risks being permanently banned next time) is two weeks.

Anyway, as said, regular bans are temporary bans meant as a bit of time off the site to think about what you did wrong.
Permanent means you lose the right to have an account on AG - we'll ban any future accounts you make as well.

Correct..also, when a user is banned you can still access their page (while they cannot)..when perma-banned it is as if their account never existed (except you can still see forum posts and game comments by them)

Now...an underage user being banned is odd...they are banned like they are perma-banned...however if they can provide the site proof of their turning 13 then they get their account back. So they are temporarily perma-banned
