Anyone can create a clan.
You make rules,rank,etc. You may only advertise your clan through your profile, (unless mods or admins tell you otherwise)
But it could be a good idea... I guess ^^

Try asking for some tips from the users that run exsisting clans maybe! =)

And all the advice I can give you, is to be careful with the way you advertise, update or give out information for it. Spamming can be seen in many different forms...

Just go ask some other clanners, such my clan starter, Blackbeltr0, or lots others.

Whatever you do..don't spam people asking to be in your clan. It's fine to ask..but there is a fine line between asking someone to join your clan and spamming every user you see to join it
