What class are you using? If you're using the Assassin class, fully buff the "Dash" attack, and if you're the warrior, upgrade the kunai. Use both when you are above the part where you wall jump.

You can buy the mining axe by going to the merchant on the furthest to the right screen in the second town.

I also found the mining axe on a bandit near the beginning of the mission in the mines.
