oh, sorry for duble posting, i'm going to flag one of my own comments! But if it's your first police officer with a sheild, it usually takes about 2 clips to take out his sheild. (that's 30 shots) Are you sure you shot the sheild enough, and you had enough ammo to break it?
well if that still doesn't work then somthings either wrong with your computer or your account. I witch case you would have to use cheats. Here they are-

if i were you, i would use the all weapons cheat because the shot gun is the last weapon in the game, it takes out sheilds in one shot, and you get it right after you kill the police officer anyway.
