The best program is Adobe Flash cs3 which will run you around 600$ I believe. You can also get free version, game maker which involves no coding whatsoever but you lose the freedom to do what you want. But making games is alot harder then you think. Learning AS3 is tough, not just "oh I want to do this" and it's done. Takes months to create a good game.
