I want to believe so badly. Fallout 4, please let it be Fallout 4.
First clue, the date. New Vegas takes place in 2281, so 2299 is very believable. But what's really important is the source.
prepareforthefuture.com is the fallout website. The last link, the one with "wads_atheneum" almost definitely refers to the Wadsworth Atheneum in Hartford, Connecticut. This game is going to be about the Commonwealth.
There's also a link to the Bethesda youtube channel. The morse code audio is called bridgeport, which happens to be a town in Connecticut.
This is becoming more and more believable. The website has a Vault-Tec symbol below the countdown timer now.
Also, turns out there is a tumblr too. It has some audio files, and a few pictures. There are also some random text posts with seemingly little meaning. There is a gif of what is very reminiscent of a terminal from Fallout malfunctioning. Here it is:

Well it turns out that the tumblr isn't marketing at all. The tumblr is a fan project, and is nothing more than a really good fan story. All pictures I posted from the tumblr are not made by Bethesda.
However, the owner of the tumblr has stated that he is not related to thesurvivor2299.com website, and was inspired by it to make his tumblr.
So now all we have is this countdown and a Vault-Tec logo. Also, the source of the website seems to have changed. It looks like they removed the links to the Bethesda youtube and to prepareforthefuture,com
So the website seems to keep changing. Earlier there was a bunch of letters on top of the countdown, it's gone now but I took a screenshot earlier. It was on my phone so it looks a bit off.
This is a Caesar cipher that translates to "My dear sister. I'm heading to the institute. God knows what happened to this place now. This old ******* will help us. He must help us."
The institute is another clue that the game will take place in the Commonwealth.
I think a new fallout is due so I wouldn't be suprise if it comes in a year or two not getting two hyped though as I don't see the point unless the game is nearly out.
I've been following this now for a while. Forums, Reddit (not rly worth the time put into [I]that[I] place), twitter, etc.
It seems pretty legit. There's too much time and effort if its a joke. So the only reasonable conclusion is usually the most plausible. Its a new FO game. FO4? Maybe. MMO? Could be. As to what type, no clue. But probably not an MMO because the utter mess and criminal behavior of Interplay.

I have no idea what Interplay has to do with it, but I doubt it will be a MMO. Bethesda (more ZeniMax, really) already has their hands full with Elder Scrolls Online. I may or may not have played it, but can safely say that they may or may not need to focus on that single title to make it successful.
There was a few updates to the court battles but I can't recall what they were. Other than Interplay has a lot of issues. Interplay could never pay the bills and never paid their employee's. Interplay owes millions, but somehow weaseled out of it some way or another.
This has nothing to do with Interplay. ZeniMax registered the website. Also, it's not like Bethesda is a single team. Another team is currently working on The Evil Within. If this website is made by ZeniMax, it has to be Fallout 4. Not an MMO, because I highly doubt they would use Gamebryo for that.
