This is another small suggestion rather than feature proposal.

Rules and guidelines (striking)

The current Forum appearance.



Although there is (red colored) link leading to the Rules and guidelines,
somehow its not striking,its located in the top corner and somehow escapes from view.

Possibility:



In this way, its striking, highly visible and it can not escape from view.
I think that Newcomers Forum is the best location for setting up such a link.

This can also be applied to The Forge Forum/ Art, Music, and Writing

But this time is not the same,these are not the general rules
related to the whole Forum. These are special rules which only applies to their own forum. In this case, The Forge Forum/ Art, Music, and Writing.



Such a thread already exists within the Forum, and its a sticky one,but that does not mean that it is highly visible and striking.

Special rules related to this forum are very important,and consequently I think that they should be highlighted, and striking.

Secondly its not the same thing,this is in some way a sticker on the label,and not the user's manual within the product,literally speaking.

So I think that something like this is reasonable and ready for consideration.

For example,something like this can also be applied to the Support Forum.
Only in this case it would be FAQ (Frequently asked questions),as striking and highly visible.
