If by URL, you mean link, then that BB code already exists. Colored fonts would allow impersonation, which is not allowed. However, I see nothing wrong with coding for spoilers or underlines.
#3: Rate the Users event.
In the past, there were forum games designed to do just that. However, they were disallowed due to personal attacks users made on each other.
