Patrick opened CIIC.txt twice, and he got a different result. The first time, on page 58, he got IIIIII. The second time on page 59, he got IIIIIIIVVVIVIIVIIIIXX. So I'll base my new assumption off of this...
Some NPCs aren't constant. Their content could depend on different variables.
