I think I know the answer, but I've never heard of the riddle before. I wanna say it so I can right? Cause I've never heard of this riddle. Well anyhow here's my guess. He turns the power off for the whole city while turning ALL the lights off, and a nearby hospital lost its power and he killed a lot of the patients there, so he kills himself so he doesn't have to deal with the guilt. That's my guess
